Juniper Networks is a world leader in high-performance networking products and services. It had already established resourcing functions in North America, EMEA, India and APAC. But these teams required an immediate augmentation of their delivery capability to deal with the company’s rapid global growth and its ongoing diversification of products and services. It was also clear the existing resourcing function required a program to enable it to source great talent in increasing volumes, within very niche skillsets and demanding geographies.
The existing processes and practices in the resourcing function at Juniper Networks required re-definition and harmonization to make sure activities were streamlined and consistent across regions. Crucially, Juniper Networks didn’t want to replace or transfer its existing talent acquisition teams. Instead, it sought a flexible partner to bring genuine delivery capability as well as the ability to transfer knowledge and expertise to the in-house function over time.

Solutions
Embedded teams implement fresh approaches
Cielo developed a seamless global solution with embedded on-site teams in EMEA, the Americas and APAC sitting alongside the in-house resourcing functions. These teams facilitated hiring in 27 countries in EMEA and eight in APAC, providing an immediate resourcing service to Juniper Networks. Working closely with Juniper Networks, Cielo redesigned all the existing recruitment processes in each region to ensure best practices and implemented a series of candidate attraction activities focusing on better utilization of the Juniper Networks employer brand.
All of the account teams are engaged in a constant program of transferring into Juniper Networks best practices across the resourcing lifecycle. These activities include candidate attraction techniques, use of social media, assessment and selection expertise and the use of dedicated systems to automate core aspects of the process.
Results
Tailored impact, delivered at pace
The partnership between Juniper Networks and Cielo produced glowing results:
- Reduced the average time to generate an employment contract from 13.5 working days to 5.5 days
- Lowered the average time to hire from 90 working days to 55 days – in the first 3 months of the partnership
- Reduced agency usage to less than 19% after 6 months
To further reduce time to hire for business-critical roles, such as Juniper professional services consultants and systems engineers, a proactive talent planning and pipelining solution was put in place across EMEA.
